NOVEMBER KYOGRE INCIDENT

SUMMARY

During a routine training exercise off Ever Grande City's shores,
skyler dross,
KYOGRE'S AVATAR, lost control of
KYOGRE. It is reported that The Sea Basin Pokemon rose the sea level surrounding Ever Grande City with its
DRIZZLE ability and showed signs of visible struggle, indicating that it had lost a degree of moderation over its own faculties.[break][break]
EMERGENCY PROCEDURE #382 was immediately initiated by
INTEL AND ACCOUNTABILITY OFFICER, paxton concordas who was providing security at the time. Swift implementation of the procedure in conjunction with
skyler dross' training via the A.Q.U.A. Initiative proved essential for mitigating infrastructural damage and loss of life. No casualties have been sustained.[break][break]
The
KYOGRE severed its bond with its avatar during the ordeal. The
AVATAR OF LATIOS, angelo vestri, who was present at the time, witnessed energy returning to
KYOGRE in the event immediately preceding
skyler dross' loss of her abilities. After, the Sea Basin Pokemon fled into Hoenn's seas.[break][break]
A few days after the incident,
angelo vestri returned to the League with the news that
LATIOS had also severed its bond with him. The
LATIOS & LATIAS have since departed to help search for the
KYOGRE and to resume their natural guardianship of the region.
angelo vestri has also returned the
SOUL DEW, a mysterious artifact able to house souls.[break][break]
Further reports have included sightings of
LATIOS & LATIAS clashing with a
GALARIAN ARTICUNO, GALARIAN MOLTRES AND GALARIAN ZAPDOS on separate occasions. Communication with
GALAR has stated that their
GALARIAN BIRDS remain accounted for in their region, suggesting that these
GALARIAN BIRDS are distinct from
GALAR'S NATIVE SPECIES. Furthermore, the
GALARIAN BIRDS seem antagonistic to anything affiliated with
THE LEAGUE.[break][break]

1. INVESTIGATION

1.1 THE BLUE ORB

MISSING FRAGMENT[break][break]
THE BLUE ORB that was in
skyler dross' possession at the time was investigated once more. Earlier analysis from
HEAD PROFESSOR Eva Morales indicated a break in the circulation of
PRIMAL ENERGY contained within. However, the latest examination from
HEAD SCIENTIST illeana reyes has revealed a difference in the
BLUE ORB'S constitution: a missing piece or chip within the orb itself.[break][break]
Further probing has revealed that
skyler dross received what she believed to be the last fragment of the
BLUE ORB from
HOENN'S TEAM ROCKET BOSS, declan walsh. Assessment from
THE HOENN BUREAU OF INTELLIGENCE AND COUNTERTERRORISM believes the fragment to have never existed in the first place. Rather, the fragment was a manifestation conjured by
declan walsh's

THE SOUL DEW currently houses wisps of
VICTINI'S SOUL, the same
VICTINI that sacrificed its life in the
ULTRA BEAST INVASION OF MOSSDEEP CITY IN 2019.[break][break]
The
SOUL DEW was also used to procure a
VICTINI SOUL WISP near
MT. CHIMNEY with
angelo vestri,
COUNCILWOMAN PENELOPE LIVY and
ELITE FOUR MEMBER MATIAS SILPH' assistance.[break][break]
THE SOUL DEW CURRENTLY CONTAINS:[break]

- Analysis theorizes there is space for two more wisps.

COMMISSIONER dahlia goode has terminated
skyler dross and
angelo vestri's
A.Q.U.A. INITIATIVE CONTRACTS in accordance with the following condition outlined therein:
Members of
THE A.Q.U.A. INITIATIVE have been instructed to retrieve or protect
KYOGRE should the Pokemon be spotted. A public statement regarding
KYOGRE will be released at a later date by
COMMISSIONER dahlia goode to provide more time for the League to investigate before potential
TEAM ROCKET interference.[break][break]
The
SOUL DEW and
BLUE ORB will remain in the League's Science Laboratories in
EVER GRANDE CITY. Should a
VICTINI SOUL WISP be discovered, the
SOUL DEW can be signed out to recover it.[break][break]
